Meeting Summary November 3, 2005
Meeting started with brief introduction of all present
V. Boundy read mission statement for the benefit of new participants
Steering Committee Report/ Sub-Committee Reports
Education/Outreach Committee
  • J. Fichter reported that the newsletter has been completed and also that a letter
    has been drafted to Board of Selectmen in watershed towns. The letter explains
    that SAWC would like to make a presentation to Selectmen in January 2006.
  • Education committee will also write up some info about SAWC for watershed
    town Annual Reports.
Land Use Committee
  • Question by C. Hayes regarding how to determine setback requirements for
    septic systems. Springfield is updating this regulation and would like to have a
    basis for the number picked.
  • Mention of SPNHF talk at CSC about growth and it was noted that a
    recommendation of SPNHF was to aim for protection of a certain % of  each
    town in the state
  • Group members agree to pull together model regulations in order to update the
    zoning matrix created by CSC students in 2004. Towns assigned as follows:
    Goshen: V. Boundy, Newbury: K. Holmes, New London: T. Dancy, Sunapee:
    A. Ayers, Sutton: A. Ayers. Individuals will report on all regulations on zoning
    matrix as well as: # miles of roads, parking regulations, stormwater regulations,
    and the town policy for variances.
  • Next meeting of SAWC on 12/1/05 determined to be a working meeting with
    sub-committees meeting for the duration
  • Discussion of variances and the need for model regulations
Water Quality Committee
  • B. Thomas presented a series of bar graphs made from Lake Sunapee water
    quality data collected in October 2004. Results showed that conductivity, total
    phosphorus and turbidity all followed the same patterns.
NHRWA Update

  • J. Fichter reported that NHRWA has changed its name to Granite State Rural
    Water Association. J. Palmiotto said everything looks good for SAWC and
    that the coalition can expect to hear from GSRWA shortly
NHDES Conceptual Model and Task List

  • J. Fichter reported that meetings had taken place with NHDES and that a final
    version of the conceptual model and task list now exist. The revised
    conceptual model makes the case for a watershed management plan and will
    use phosphorus levels in the lake as a measureable. The task list itemizes tasks
    and a timeline but may be changed over time.
