SUNAPEE AREA WATERSHED COALITION
Meeting Minutes
April 6, 2006
7:15 PM Ken Lawson introduced Peter Dzewaltowski who will be replacing Vicky
Boundy and working with the SAWC. Vicky is moving to Maine next month.
June F. gave update on status of NH DES watershed grant. June proposed using a
3rd party consultant with DES grant money to facilitate the work of SAWC -
someone who might help steer the coalition. Group agreed this was worth pursuing.
Status of NH DES grant tasks:
  • Task #1: Water Quality analysis has been more difficult than expected. The
    group decided to ask NH DES for help from a consultant and/or DES staff
  • Task #2: Review of land use and zoning in watershed. This work will be
    completed by UVLSRPC with a majority of the work being done by P.
    Dzewaltowski. The work is expected to be complete by the end of summer
    2006
  • Task #3: Public meeting. See discussion below - the coalition decided to
    put the meeting off until June – on hold pending consultant availability
  • Task #4: Updated build-out study will also be completed by UVLSRPC. T.
    Bamford will lead the project and this work is also expected to be complete
    by the  end of summer 2006
Public Meeting
Discussion of possibly having the May SAWC meeting as a “public meeting”.
Ideas for information to be shared with public included: survey results, GIS
watershed maps, May 06 newsletter, historical WQ data – due to possibility of
consultant input, the coalition decided to put off the public meeting until June.
Roads suggested as possible subject for public meeting. How do towns deal with
roads? What are methods? What training do road crews have – do they use
BMP’s? Have a forum of professionals? Guest speaker?
SAWC meeting time and dates
Sunapee Planning Board meets on 1st Thursday of the month and the SAWC
representative cannot attend meetings. Motion made and seconded to change meeting
date to 2nd Thursday of each month.
     Next meetings are May 11th and SC is May 18th
Subcommittee Working Sessions
Group decided instead of breaking into smaller groups to work together. Focus of
discussion is coming up with specifics as to how the consultant we hire might help the
coalition in each area
Water Quality questions for consultant:
  • what aspects of WQ are the concern? phosphorus or conductivity?
  • drinking water supply
  • describe long-term P trends and relationship to water quality – compare with
    other lakes and ponds
  • correlate WQ with development rates
  • basis for focusing efforts of management plan
  • identify the largest land use contributors
  • include other interests in process

Land Use questions for consultant:
  • focus on conceptual model
  • understand BMPs
  • understand the dynamics of P in the environment
  • what influences P and how do various watershed variables influence it?
  • how to minimize P loading with an eye on regulations – how can they be
    improved
  • consider unique local conditions
  • identify and list the variables of influence
  • at what level is P a problem?
Education/Outreach:
  • best way to get information to public? Direct mail, email, newsletter, website
  • next meeting will continue discussion of Education/Outreach
