SAWC: The link between land use and water quality
SAWC Steering Committee
DRAFT Terms of Reference

Purpose
To steer Coalition activities and complete the tasks that are necessary in the
day-to-day implementation and management of the Coalition’s Mission.


Role
  1. The SAWC Steering Committee has the primary role as technical
    advisor to the full SAWC Committee.  Under the directive of the
    Coalition, the Steering Committee is responsible for the day-to-day
    components of the process and subcommittee oversight.  
  2. Present nominations for membership to the Coalition.
  3. Complete an annual report identifying accomplishments, evaluating the
    process and proposing improvements.
  4. Complete a budget and work program for the Coalition’s approval.
  5. Maintain the planning process for the watershed plan.
  6. Coordinate the activities of the SAWC Subcommittees.
  7. Assist in creating SAWC meeting agendas.


Membership
At least one co-chair will be appointed to the Steering Committee to act as
chair.  There may be up to 11 SAWC members represented on the Steering
Committee, including the chairs of the subcommittees.  Each of the six towns is
entitled to have representation on the Steering Committee and effort should be
made so that the Committee represents a diverse mix of members and state
and regional partners.


Meetings
The Steering Committee meets as often as necessary to manage the process
and fulfill its role.


Decisions
The Steering Committee will develop, as necessary, a unified consensus on its
recommendations for action to the Coalition.
