SAWC: The link between land use and water quality
In attendance:

Edythe Anderson, Town of Newbury; Aimee Ayers, Lake Sunapee Protective
Association; Peter Dzewaltowski, Upper Valley Lake Sunapee Regional Planning
Commission; June Fichter, Lake Sunapee Protective Association; Carol Foss, Little
Lake Sunapee Protective Association; Cynthia Hayes, Town of Springfield; Ken
Lawson, Town of Springfield & Kolelemook Lake Protective Association; Suzanne
Levine, Newbury Conservation Commission; Robert Wood, Lake Sunapee Protective
Association.

June Fichter called the meeting to order at 6:35 p.m., and the Coalition addressed nine
areas of business during the meeting.

1. Minutes-November 9, 2006—Ken Lawson amended the spelling of Kolelemook
Lake.  Cynthia Hayes moved to accept the minutes as drafted.  Ken Lawson
seconded. No further discussion. Motion unanimously approved.

2. Annual Town Reports—June Fichter reported that she has written a submission for
inclusion in Towns’ annual reports, and the Steering Committee has reviewed that.  The
report has since been sent to Jessie Levine in New London. Deane Geddes will convey
it to Newbury (and Suzanne Levine will check to make sure they got it).  Cynthia
Hayes has conveyed it to Springfield.  She noted that she added the SAWC website
address to it. Also, she said that the Town of Springfield’s web site has a link to the
SAWC web site, and suggested other Towns could do the same.  June will check to
make sure that the Town of Sunapee has received the report.   

3. Matrix of Watershed Towns’ Land Use Regulations—June Fichter reported that the
matrix of town land use regulations has been (or will be) sent to the respective town
planning boards for their assessment for accuracy. Sunapee has already responded,
and as soon as the matrix has been vetted by all the towns, the Land Use and
Education/Outreach subcommittees can begin to identify gaps, and the most important
areas needing improvement. Peter Dzewaltowski reported that UVLSRPC has applied
for a grant to work with SAWC in its outreach to towns.

4. Completed Build-Out Analysis 2006—June Fichter reviewed the Build-Out Analysis
as discussed in the Steering Committee meeting earlier this evening.

5. Geosyntec Phosphorus Model-Status Report—She reported that the data from the
Geosyntec work will be available in a couple of weeks, and the Water Quality
Subcommittee can begin to look at that, and consider some recommendations for
action.

6. Review of recent Workshops—June Fichter briefly recapped the report of the
December 13 public session.  Edythe Anderson opened some discussion of the DES
Watershed Conference on November 18.Cynthia Hayes and Carol Foss attended that
and agreed that the watershed management plan for Lake Waukewan was well
presented.  Members noted that Jen Palmiotto is using the same procedure for
development of the Sunapee Watershed plan.  

7. Newsletter #2—After some discussion, the Coalition agreed to prepare and send
out a second newsletter.  The grant does include $2000 for this purpose, with a $700
match, and the proposal was that four newsletters would be done. Suggestion was
made that instead of, or in addition to mailing it out, the newsletters could be made
available at Town Meetings, in Town Offices and libraries.  Edythe Anderson
suggested the second newsletter repeat the mission statement of SAWC, and be
composed as a follow up to the first, so there will be continuity.  Members agreed, and
also agreed that the newsletter should include articles on the completed land use
regulation matrix and the build out analysis, as well as the outcome of December’s
public meeting, and the DES workshop.  June Fichter, Aimee Ayers, Edythe Anderson
will get together by email to finalize contents and assignments for this, as well as ways
to distribute it.

8. Members agreed to float the idea by the Colby Sawyer Graphic Arts Department, of
asking students to design a logo for the Coalition. That could be put on the newsletter,
as well as other hand-outs or correspondence.

9. Flow Chart—Aimee Ayers reported that she has brought the flow chart up to date,
and will email that to Ken Lawson for inclusion on the web site. It does indicate that,
per the contract with DES, the Matrix of Land Use Regulations and the Build-out
Analysis have been completed.  She said some of the projected dates will need to be
amended such as the projected completion dates for the Watershed Management Plan,
and a demonstration project, and she needs more action items to list. Her objective is
to update the flow chart after each meeting, then again before the subsequent meeting
with the information that members submit to her in the interim.  

The following action items will be added to the flow chart:

     o The Steering Committee will verify the accuracy of the land use regulation matrix
with the six towns in the coalition (as far as the existing regulations go). Each town has a
Steering Committee member assigned to it to assure that each Planning Board did
receive the matrix, has an opportunity to review it, and gets back to the Committee with
any corrections.    

     o Land Use and Education/Subcommittee will develop plans to advocate for
improvements in land use regulations where they are needed, and to assist in drafting
recommended amendments.

     o The completed Build-Out Analysis will be emailed to Coalition members, for
review and discussion.

     o Woody will draft a summary of the proposed amendments to the Shore Land
Protection Act, and send that to Ken Lawson for inclusion on the website.  

     o With Jen Palmiotto, some follow up information to the public workshop in
December may be developed and sent out to those who attended that workshop.

     o June Fichter, Aimee Ayers and Edythe Anderson will conference by email re: the
topics to include in Newsletter #2, make the writing assignments, and decide on means
of distribution.

     o Look into possibility of adopting a SAWC logo.

The meeting adjourned at 7:15 p.m.
